Changing Levels of Power

The balance of power in the United States has never remained exactly the same. It has shifted to deal with different circumstances the government had to deal with. 

Many presidents did not really enjoy having the power they had. They were often overwhelmed by what was required of them. Many were very unhappy while in office. 

Let's look at some examples of the difficulties presidents have faced while in office, and how presidential power was used or misused in these situations.
