Interpreting the Law
The
Constitution of the United States is a flexible document. It must be, in order to handle the changes that happen all the time in our nation and in our culture. There was no way that the framers of the Constitution could anticipate every situation. Because of this, they built in ways for Congress to solve problems within the parameters of the constitution. Let's look at some ways Congress used this power.
